I am a key contributor to the modernization of government software used by the state of Hawaii. PHIMS tracks thousands of vessels passing through Hawaii's 10 harbors and processes tariff rate calculations and fees for over 8 million tons of cargo.

I lead the front-end development and UI/UX design. I coached the team to utilize Scrum, completing Phase 1 of the project well ahead of its 3-year deadline. By integrating iterative design, I achieved a 90% reduction in development rework.

I led an 80-person team using Scrum to align project goals and client expectations. By creating process models, I developed a 3-year roadmap and defined over 500 tickets by translating customer needs into requirements and acceptance criteria. I also reviewed UI/UX mockups and provided weekly feedback for requirement accuracy, which helped to ensure the delivery of a product that met the needs of our customers.

By implementing Scrum, I increased team velocity by 100%. I also increased PR throughput by 200% through the creation of code review standards and templates. Additionally, I was able to reduce bug percentage from 80% to 15% by utilizing 15% of dev time for fixes and appointing a "squasher" every sprint.

PAIS is a digital solution aimed at expediting the application process for SNAP / TANF benefits, ensuring that those who require assistance receive it in a timely manner.

Before the Covid-19 pandemic, Hawaii SNAP / TANF applications were solely available in paper format, resulting in a bottleneck for applicants when offices were closed. Within a day of launching the website, over 1000 applications were submitted. I led UI / UX design, and my designs centered around simplifying the application process and improving its accessibility for users. This resulted in a responsive single-column layout and I strategically incorporated bold, eye-catching colors to enhance call-to-action elements.
